Beim „European Council on Foreign Relations” veröffentlichten Mark Leonard und Norbert Röttgen ein Plädoyer für einen Neuanfang im EU-Militärbereich, der auf höhere Investitionen, neue Technologien sowie den Aufbau einer umfassenden militärischen Eingreiftruppe gründen solle: „Eventually, this should become a substantial force – in the region of 100,000 soldiers – able to make a real impact. It should also include an amphibious capability, so as to be able to operate around the coasts of Europe.” (jw)
