Ein Bericht des National gibt unter Berufung auf Quellen, die den Entwurf gesehen haben sollen, an, er enthalte unter anderem eine Ausweitung des bisherigen Einsatzspektrums: „In a nuclear posture review (NPR) document set to be published by the Pentagon after the president’s state of the union speech at the end of January, it is expected the administration will widen the scenarios in which such weapons could be used and will propose developing lower yield missiles for reactive use against non-nuclear attacks.” UPDATE: Laut dem Atomexperten Hans Kristensen plädierte das einflussreiche Defence Science Board bereits im Dezember 2016 für flexibel einsetzbare Atomwaffen: „In December 2016, the US Defense Science Board – a semi-independent group that advises the Secretary of Defense – warned that “the nuclear threshold may be decreasing owing to the stated doctrines and weapons developments of some states.” Therefore, the DSB recommended DOD should “provide many more options in stemming proliferation or escalation; and a more flexible nuclear enterprise that could produce, if needed, a rapid, tailored nuclear option for limited use should existing non-nuclear or nuclear options prove insufficient.” This would involve “lower yield, primary only options” for strategic warheads on long-range ballistic missiles.
