Nukleare Einsatzschwelle

Dass Russland die nukleare Einsatzschwelle gesenkt habe, wird heute in NATO-Kreisen als ein wesentliches Argument angeführt, das eigene Arsenal zu „modernisieren“. Betrachtet man die diesbezüglichen Passagen der russischen Militärstrategie, ist diese Behauptung zumindest zweifelhaft (siehe IMI-Studie 2016/7). Auch Kristin Ven Bruusgaard kommt bei War on the Rocks (via Bpb-Newsletter) zu diesem Ergebnis: „In fact, Russia’s doctrinal statements indicate an increased rather than a decreased nuclear threshold. Second, the idea of lowering the nuclear threshold logically flows from a lack of conventional capabilities, while in fact Russia’s conventional capabilities are rapidly improving. Third, it is difficult to understand why Russia would want to pursue military adventurism that would risk all-out confrontation with a technologically advanced and nuclear-armed adversary like NATO. While opportunistic, and possibly even reckless, the Putin regime does not appear to be suicidal.“ (jw)
