Obamas Bilanz: Global Zero?

Passend zum Besuch des US-Präsidenten Barack Obamas in Japan, wo er als erster US-Präsident Hiroshima besuchte und erneut für eine atomwaffenfreie Welt plädierte, hat die Federation of American Scientists die Abrüstungsbemühungen während der Amtszeit Obamas untersucht. Das Ergebnis ist ernüchternd. Von allen Präsidenten, die nach dem Ende des Kalten Krieges im Oval Office saßen, hat Obama den Bestand am wenigsten reduziert. Unter der Zeit von Präsident George H. W. Bush wurde der Bestand um ca. 40 % reduziert, Clinton reduzierte den geerbten Bestand um in etwa weitere 22 % und in der wenig ruhmreichen Ära George W. Bushs wurde dieses Arsenal um weitere50 % reduziert. Zwischen Obamas Amtsantritt 2009 und September 2015 (Untersuchungszeitraum, da nur bis hier Dokumente freigegeben wurden) wurde das US-Nukleararsenal um lediglich 702 Sprengköpfe reduziert, was lediglich eine Reduktion von 13 Prozent ausmacht. 4.571 Sprengköpfe verbleiben, wovon ca. 2.300 stillgelegte Atomsprengköpfe sind, die bereit zur Abrüstung wären.

Im Bericht heißt es Außerdem: „despite a significant turn fortheworse in East-West relations, Russia is not increasing its nuclear arsenal but continuing to reduce it. But even if President Vladimir Putin decided to break out from the New START Treaty, the Pentagon concluded in 2012, Russia “would not be able to achieve a militarily significant advantage by any plausible expansion of its strategic nuclear forces, even in a cheating or breakout scenario under the New START Treaty, primarily because of the inherent survivability of the planned U.S. Strategic force structure, particularly the OHIO-class ballistic missile submarines, a number of which are at sea at any given time.” (Emphasis added.)

Those conclusions reveal a significant excess capacity in the U.S. nuclear arsenal that provides plenty of room for President Obama to do more in Hiroshima than simply remind of the dangers of nuclear weapons and reiterate the long-term vision of a world without them.” (mh)
