Obama: Drehbuch des Krieges

Sehr interessant ist ein ausführliches Interview mit US-Präsident Barack Obama, das in einen langen im Artikel im Atlantic (via Bpb-Newsletter) einfloss. Bekannt ist inzwischen, dass es die damalige Außenministerin Hillary Clinton war, die Obama 2011 zu einem militärischen Eingreifen gegen Libyen gedrängt hatte (IMI-Aktuell 2016/117). Obama gibt nun an, es gäbe ein vom außenpolitischen Establishment verfasstes „Skript“ („playbook“), dem jeder Präsident Folge zu leisten hätte und das auf militaristische Antworten setze. Im Falle Syriens sei er aber vom Skript abgewichen : „Where am I controversial? When it comes to the use of military power […]. That is the source of the controversy. There’s a playbook in Washington that presidents are supposed to follow. It’s a playbook that comes out of the foreign-policy establishment. And the playbook prescribes responses to different events, and these responses tend to be militarized responses. Where America is directly threatened, the playbook works. But the playbook can also be a trap that can lead to bad decisions. In the midst of an international challenge like Syria, you get judged harshly if you don’t follow the playbook, even if there are good reasons why it does not apply.“ Wie aus dem Atlantic-Artikel von Jefrey Goldberg ebenfalls klar hervorgeht, soll sich Clinton damals für eine – noch – aggressivere US-Politik in Syrien eingesetzt haben. Außerdem soll sie in dieser Frage heftig mit Obama aneinandergeraten sein: „Hillary Clinton, when she was Obama’s secretary of state, argued for an early and assertive response to Assad’s violence […] The Iraq invasion, Obama believed, should have taught Democratic interventionists like Clinton, who had voted for its authorization, the dangers of doing stupid shit.“ (jw)
