Duma: OPCW in der Kritik

Nach einer Untersuchung durch die „Organisation für das Verbot chemischer Waffen“ (OPCW) kam diese zu dem Ergebnis, in Duma sei im April 2018 Giftgas von syrischen Regierungstruppen eingesetzt worden. Bereits 2019 wurde allerdings berichtet, intern gäbe es große Zweifel an dieser Einschätzung (siehe IMI-Aktuell 2019/306). Im März 2021 riefen dann José Bustani, der erste OPCW-Generalsekretär, Richard Falk, Professor an der Princeton University und der ehemalige Diplomat Hans-C. von Sponeck die Berlin Group 21 ins Leben. Die zugehörige Internetseite beschäftigt sich detailliert mit dem problematischen Verhalten der OPCW in dieser Frage. Zu finden ist darauf u.a. ein von den drei Unterzeichnern, aber auch von anderen Prominenten unterzeichneten offenen Brief, in dem sie ihre Sorge über das Verhalten der Organisation zum Ausdruck brachten: „Since the publication by the OPCW of its final report in March 2019, a series of worrying developments has raised serious and substantial concerns with respect to the conduct of that investigation. […] It is now well established that some senior inspectors involved with the investigation, one of whom played a central role, reject how the investigation derived its conclusions, and OPCW management now stands accused of accepting unsubstantiated or possibly manipulated findings with the most serious geo-political and security implications. Calls by some members of the Executive Council of the OPCW to allow all inspectors to be heard were blocked.” (jw)
