Noch im alten Jahr veröffentlichte die EU-eigene Denkfabrik ISS ein Papier zu Chinas Ambitionen im Nordpol, die in den Zusammenhang mit der Neuen Seidenstraße gerückt werden. Darin wird China eine Militarisierung der Arktis vorgeworfen, um hierüber eigene „entschlossene“ Maßnahmen in der Region zu legitimieren: „While China does not yet have the capacities to project military power in the Arctic, the potential that it could use the facilities, technologies and resources it has acquired for other than civilian purposes is real. […] Addressing the many security challenges that the Polar Silk Road entails will require strong political will and unity on the part of EU member states and their partners.” (jw)
