Entwicklungshilfe für Aufrüstung (II)

Vor wenigen Tagen wurde bekannt, dass die EU-Kommission plant, die Aufrüstung befreundeter Staaten mit Entwicklungshilfegeldern zu finanzieren (siehe IMI-Aktuell 2016/384). Beim Inisderblatt Europe Diplomacy & Defence (Nr. 905/2016) finden sich weitere Details, u.a. dass das Instrument für Stabilität hierfür herangezogen werden soll: „The solution now being proposed by the Commission consists of using the Instrument contributing to Stability and Peace (IcSP) for all activities in this field. To this end, the latter will initially, through redeployment of funding under Title IV (EU exernal action) of the general budget, acquire a further €100 million between 2017 and 2020 to finance non-lethal equipment solely ‘in exceptional and clearly defined circumstances’ aimed at ‘sustainable development’.“ (jw)
