EU-Globalstrategie: Wunschliste

Die EU-Außenbeauftragte Federica Mogherini soll bis Juni 2016 eine EU-Globalstrategie vorlegen (siehe IMI-Aktuell 2015/322). Laut dem Nachrichtenportal „Europe Diplomacy & Defence“ (Nr. 868/2016), zirkuliert aktuell eine von Deutschland, Frankreich, Spanien und Italien verfasste „Wunschliste“, mit ganz konkreten Anforderungen, die scheinbar in die Globalstrategie aufgenommen werden sollen: „Finally, the four countries advocate strengthened CSDP and call for: – the establishment of a common permanent civil-military planning and conduct capability (in other words, a permanent EU civil-military headquarters); – military capabilities developed in common; – the creation of specific CSDP programme financing instruments; – the strengthening of instruments allowing for cooperation with partners, mainly through the CBSD initiative (still called Train & Equip); – the setting in place of a ‚European semester‘ procedure for harmonising national defence planning and capability development; – and a central role for the European Defence Agency in implementation of the future defence action plan.” (jw)
