Tücken der Konsolidierung (3)

Weiterhin stellt die Konsolidierung bzw. Bündelung des Rüstungssektors und damit einhergehend die Herausbildung einiger weniger transeuropäischer Großkonzerne („Eurochampions“) eines der zentralen Vorhaben der aktuellen EU-Militärpolitik dar. Verschiedentlich wurde dabei bereits darauf hingewiesen, dass eine solche Marktkonzentration aller Wahrscheinlichkeit nach eben nicht – wie behauptet – zu beträchtlichen Einsparungen, sondern eher im Gegenteil zu höheren Kosten führen dürfte (siehe IMI-Studie 2015/07). Ähnlich argumentierte kürzlich auch Aude Fleurant, seit 2014 Direktorin des Arms and Military Expenditure Programms am Stockholm International Peace Research Institute (SIPRI): “There are longer term risks in terms of concentration. And I’m saying that in light of the experience in the United States which in the 1990s have had a very strong process of mergers and acquisitions which have led to concentration in all the sectors of the defence market […] Now we’re 20 years beyond that and we’re seeing that in terms of costs, in terms of the managements of the programs, the length of the production cycle, things have not actually improved that much. The inflation of the costs of the weapons keeps increasing. The array of choices given to the government is less than it used to be because there are not as many producers…” (jw)
