Dem Spiegel zufolge sind die USA empört über die Anschuldigung des afghanischen Präsidenten Hamid Karzai, sie würden hinter seinem Rücken mit den Taliban verhandeln, um auch nach 2014 eine militärische Präsenz aufrechterhalten zu können. Stratfor weist dabei darauf hin, dass vor allem die Schärfe, mit der Karzai die USA anschnauzte überraschte. Als Erklärung schreibt der Nachrichtendienst: „Though the statement seems illogical and inflammatory, it illustrates the two main constraints that Karzai has consistently had to deal with. First, he must placate a domestic populace hostile to cooperation with the United States. Second, he must prevent direct negotiations between Washington and the Taliban for fear that they could leave him and his allies with little to no power.” (jw)
